    Water scarcity in Iraq. Irrational calculations and compound pressures

    Introduction
    Topics related to the search for scarcity continue to represent the most influential variable in the orientation of States s environment; lack of resources prompts the State to respond to variables and to move interests without the possibility of thinking about the preference and opportunities or gains of other options.
    The issue of water scarcity is formally one of the influential variables in Iraq-Turkey relations s water supply; the decision maker in Iraq is usually forced to resort to options that reduce the chances of Turkish interests in Iraq; For water policies not to be affected by the movement of variables Turkey’s water policies towards Iraq need to restore a political philosophy and vision by Iraq that suits the magnitude of the change in these policies.
    The questions that could replace it in a significant problem based on dealing with water scarcity and scarcity are almost as evident: why has Iraq weakened its options in dealing with water scarcity? Why did Iraq ignore the alternative options it could adopt to strengthen its negotiating position with Turkey on the water issue? In keeping with these questions, the management of the water file technically and politically has had an important impact in promoting water scarcity in Iraq and occasional crises; for considerations related to poor perception, poor diagnosis of the movement of variables, and their degradation in the regional water-incubating environment.
    The hypothesis assumed by the research is that the issue of water in Iraqi political performance should not remain as relevant to the character of truth as it is to politics, monitoring the change in priority interests, and adapting internal needs to the nature of the changes associated with Turkish water policy.
    Based on the problems of research and its hypothesis, the analysis of Turkish insights and their role in generating what is known as the water crisis and the nature of the Iraqi vision and the consequent repercussions thereof contribute to the subsequent identification of the causes of water scarcity or scarcity, as well as to the creation of feasible scenarios that could assist experts in managing the water file.
    Turkish Vision on Water
    The Turkish vision of water and its governing effects on political relations with Iraq significantly influence the course of bilateral ties. Turkey does not rely on the agreements and protocols concluded between the two countries. With legal clauses clarifying the possibility of settlement through arbitration as a mechanism for the resolution and settlement of disputes that may occur between the parties, the nature of the obligations and the change of interests make a significant contribution to the adoption of negotiation and bargaining that promotes the temporary and relative settlement of matters, as required by the movement of variables in the regional environment and the course of priorities in interests.
