The policy development stage is one of the most important and most dangerous stages in achieving digital transformation, because policy development must include a local approach related to the economic, social, and legislative dimensions, while not neglecting the need to benefit from successive technological developments, as a commitment to digital government transformation policies ensures the highest possible efficiency. (The best results at the lowest possible costs), this paper focuses on the main features that must be taken into account when developing policies for digital government transformation, and then provides an overview of the importance of the reference institutional structure in controlling policy adherence, with a focus on the priority of data-related policies in achieving digital government transformation.
