While maintaining a state of relative stability in the contribution of activities to the formation of its output; As a result, the economy is cracking due to the imbalance it is experiencing in the structure of GDP. The irregular, unfair and irresponsible consumption of financial resources derived from the oil sector leads to wasting financial revenues from the sale of hydrocarbon resources, without benefiting the economy or citizens alike. The global economic fluctuations and the excessive dependence of the national economy on the growth factor of the global economy increases the risk to local economic conditions and even food security. The severity of local demands and the rise of voices put the state in a critical position, as it is working to expand the activity of the public sector and the funding required for that procedure, the rise in administrative corruption, and the absence of transparency in all public sector institutions; Which, in turn, leads to a downward spiral in the state’s capabilities in its obligations towards its citizens. Therefore, it requires searching for available options to get out of this crisis in a way that develops the output and transcends its structural imbalance, and provides a current financial resource that secures the state a degree of freedom in disposing of its obligations towards individuals and alleviating the public budget deficit.
