The upcoming legislative elections, which are expected to take place on 10 October 2021, are the most difficult to expect because they will be held under a new electoral law that divides the provinces into multiple constituencies that have never been applied in Iraq, It is also very important for the masses that are expecting change, as well as for the ruling political forces that are looking for new tools that will keep them in power because they have not yet tested the output of the new electoral law.
Despite the importance of Iraq’s transition from a proportional representation system, which used to be a single constituency for each province, to a multi-constituency, which embodies some form of majority system that gives seats to those with the highest votes, without the need for the previous complex equivalents, this transition will not be easy in the light of several challenges that may stand in the true face of the multi-constituency goal of seeking the fairness and impartiality of the electoral process.
